ATLANTIC IMMIGRATION PROGRAM (AIP)

The Atlantic Immigration Program is intended to welcome more newcomers to the Atlantic Canada region in order to meet the needs of local employers and communities.

The program enables local employers to identify, recruit, and retain global talent. The program also aims to support population growth, develop a skilled workforce, and increase regional employment rates.

The AIP has been a huge success for immigrants, employers, and the Atlantic region as a whole. It continues to grant permanent resident status to thousands of immigrants each year, meeting the needs of local employers while also encouraging population, labour force, and economic growth.

In recent years, the Atlantic Provinces have been active in immigration, primarily through the Provincial Nominee Programs (PNPs). The provinces have been able to welcome a diverse range of skilled workers, graduates who have studied in Canada, and business immigrants such as entrepreneurs through these programs.

Each Atlantic province has at least one PNP stream that is aligned with the federal Express Entry system, allowing Express Entry candidates who are also eligible to immigrate through one of these streams to apply to immigrate to the province.

Atlantic Canada PNP options are :

  • Nova Scotia Nominee Program (NSNP)
  • New Brunswick Provincial Nominee Program (NBPNP)
  • Newfoundland And Labrador Provincial Nominee Program (NLPNP)
  • Prince Edward Island Provincial Nominee Program (PEI PNP)

How it Works

The Atlantic Immigration Program is an employer-driven program that makes it easier for businesses to hire foreign nationals. All main applicants arriving in Canada through the program must have a job offer from a designated employer as well as an individualized settlement plan for themselves and their families.
When a designated employer finds a candidate who meets their employment needs as well as the program criteria, that employer must first offer the candidate a job.

Employers do not need to go through the process of obtaining a Labour Market Impact Assessment (LMIA).
After the candidate accepts the position, the employer will connect the candidate with a designated settlement service provider organization to conduct a needs assessment and develop a settlement plan.
Employers will also assist the new immigrant and his or her family, if applicable, in achieving the goals of their settlement plan once they arrive in Canada.
Employers who need to fill a job opening quickly will be able to obtain a temporary work permit, allowing the candidate and his or her family to arrive in Canada as soon as possible.

Candidates will need the following documents to obtain this work permit :

  • A valid job offer
  • A letter from the province; and
  • A commitment to apply for permanent residence within 90 days of applying for a temporary work permit.

Employer Designation

Employers who want to hire skilled immigrants through the program must apply to the province(s) in order to be designated. Employers with multiple locations in different provinces will need a separate designation for each province. Employers must meet certain criteria, including a commitment to assist the newcomer and his or her family as they adjust to life in Atlantic Canada.



Candidate Requirements

To be eligible for the AIP you must :

  • Unless you are an international student who graduated from a recognised post-secondary institution in Atlantic Canada, you must have qualifying work experience.
  • Meet the educational requirements
  • Meet the language requirements
  • Demonstrate that you have sufficient settlement funds. If you already have a valid work permit and are living and working in Canada, you do not need to show proof of settlement funds.

If you meet all of the above criteria, you can begin looking for work with a designated Atlantic Canada employer.



Work Experience
  • In the last five years, you must have worked at least 1,560 hours.
  • Work experience must have been obtained at a National Occupational Classification (NOC) skill level of 0, A, B, or C.
  • Your work experience must include the actions described in your NOC's description, as well as the majority of your NOC's main duties.



International graduates

International graduates from Canada are exempt from the work experience requirement if they :

  • Have a degree, diploma, certificate, or trade or apprenticeship certification from a recognised post-secondary institution in New Brunswick, Nova Scotia, Prince Edward Island, or Newfoundland and Labrador that took at least two years of study.
  • Were a full-time student for the duration of their studies; had the necessary visa or permit to work, study, or train while in Canada
  • Lived in one of the Atlantic Provinces for at least 16 months in the two years preceding graduation.


Educational Requirements
  • You must have a one-year post-secondary educational credential or higher, or the equivalent outside of Canada, if your offer is at the NOC 0 or A skill level.
  • You must have a Canadian high school diploma or the equivalent outside of Canada if your job offer is at the NOC B or C skill level.

If you studied outside of Canada, you must obtain an Educational Credential Assessment (ECA) to confirm that your studies meet the Canadian educational standards required for your job offer. On the date IRCC receives your application, the ECA report must be less than 5 years old.



Language Requirements
  • For NOC 0, A and B job offers, you need a Canadian Language Benchmark (CLB) level of 5.
  • For NOC C job offers, you need a CLB or NCLC level of 4.



Settlement Funds

You do not need to show proof of funds if you already live in Canada and have a valid work permit.
